The focus for the moment remains the capital and whether the Premier League games on Saturday - Tottenham v Everton, Fulham v Aston Villa and QPR v Bolton - can go ahead. Major games need 100 police officers and clearly the Met may well need them elsewhere. If a police force cannot guarantee that they will have sufficient resources for a game then the clubs will not receive a safety certificate and will have no option but to postpone.
"It doesn't look good at the minute - people's safety is more important than the game going ahead," said Leon Osman, the Everton midfielder.
